First off, visit the Gmail website at https://mail.google.com/. Login to your existing Google account using your email and password. If you are prompted to verify your identity, maybe using phone number, recovery email, or recognized device, go ahead and fill the information then proceed to your account.
Secondly, locate the gear icon at the top right side of your screen. It is the Settings icon. Then select See all settings.
Find Labels and create new labels.
